The Chinese Stealth Armor is added to Fallout 3 during the DLC pack Operation: Anchorage.The stealth armor will add +15 to your Sneak skill and it will give you a +5 Stealth Field when crouching which will make you slightly invisible.
The actual quest that reward you with the schematic is called the Invisible Ties. For Fallout 76, it renders you absolutely undetectable unless you deliberately run into enemies. Chinese Stealth Armor is two piece armor sets that allows you to turn invisible when you crouch.
